I guess it depends a little upon where you live. A colleague once told me that Washington was the most dangerous capital in which he'd ever lived... and he'd been to Kabul. In Philly, neighborhoods can vary wildly. Benghazi isn't a good place for night sojourns these days, especially if you are European.
