Should student evaluations of profs be anonymous?

Some faculty feel strongly that students shouldn't be able to evaluate them at all.  At least one university with which I am familiar has an agreement with its faculty union to the effect that, while such evaluations must be done, they can be used only for faculty development and never for disciplinary purposes.

A recent Florida court case, requiring that a prof-plaintiff be told the identity of the student whose complaint got him canned, raises the issue of "privilege" when students do evaluations.
