Former top cop says our prisons need reforming

What really needs reforming is our drug policy.  America has the most incarcerated citizens among all the civilized nations, both per capita and raw numbers.  Why?  Stupid sentencing mandates under the so-called War on Drugs.  Sentences for non-violent drug offenders now outstrip the average sentences for rapists.  What a crock.
