Flash mobs in Philly, looters in London... so what's new?

It's August... "hot town, summer in the city." Teenagers are out of school and unemployed. Racial and ethnic minorities feel poor, jealous, angry. A cop shoots a local resident. Suddenly, the looting, the random beatings, the burning of cars commences.
