Is violation of federal recruiting rules just a cost of doing business?

That would seem to be the case with regard to repeat offenders in the for-profit higher education arena.

Three for-profit institutions owned by publicly traded companies are facing additional scrutiny from their accreditor about their recruiting practices.

The University of Phoenix disclosed its involvement in the inquiry last month.
