Ex Prez calls on US to ease sanctions on some "terror" groups

Jimmy Carter called on Secretary of State Kerry to drop sanctions against peace groups that work with terrorist organizations to encourage peaceful solutions, such negotiation.  Don't paint them all with one brush, Carter seems to be saying.
