Evolution of the Public Health EOC
Presented by:

Dave Cox, Deputy Director of the Oklahoma City-County Health Department

Presenter will share his experience in the design and operation of an Emergency Operations Center (EOC) for the coordination of incident command functions during public health emergencies and other high consequence events. Dave’s EOC experience dates back to 2001, while working in the Emergency Preparedness Program at the Tulsa Health Department, where he designed and constructed an EOC in response to the events of 9/11. Following three years of operating THD’s initial EOC, Dave conceived a new concept for Public Health EOC design that integrated public health’s needs with those of other response agencies. Key components of the newly designed EOC that will be discussed are the structure of the multifaceted Public Health Command Post, a Medical Emergency Response Center, a 2-1-1 Call Center, and a Public Health Call Center. Dave is currently overseeing the design and construction of a new regional health center in Oklahoma City and is using lessons learned from his experience in Tulsa to develop the next generation EOC model for Public Health.
