*I am writing to report that over the weekend Negotiation Is Over (NIO), a small but vocal animal rights extremist group headquartered in Florida, urged its followers to target university students, infiltrate campuses and disrupt final exams. *

*First, following a lengthy rant about the ineffectiveness of vegan outreach, NIO posted: *

**

The new VO is Vivisector Outreach.

By refocusing ourselves and turning from Vegan Outreach to Vivisector Outreach, WE CAN ELIMINATE VIVISECTION IN OUR LIFETIMES.

If every vegan outreach activist would turn their attention to vivisection students, we could convert and eliminate that demographic.

We're going to call for massive infiltrations of campuses next week.

We're going to be introducing our own VO literature within 24 hours.

Now it's time to start building an army - a focused movement with attainable objectives....

If not now, when? If not us, who?

*The rant was followed by a second NIO commuique, pasted below, along with the images of the flier it has designed for reaching students. While not as graphically threatening as previous calls to action by NIO leaders, we feel that this post warranted another caution as schools across the nation prepare for final exams and commencement festivities.*

*It should be noted that NIO in itself is believed to represent a limited physical threat, but its blog is widely read among animal rights extremists, some of whom may be encouraged to take action. *

**

*A few weeks ago, AMP reported to you the shift in strategy that NIO suggests -using violent and intimidating tactics on university and graduate students to frighten them away from careers in the life sciences. At that time we also offered some basic security steps and guidance on preparing students to withstand such pressure. Please let us know if you would like another copy of those materials.*

NIO Florida is encouraging an all-out war to *Threaten Students With the Truth*. If this intimidates the enemy, if this constitutes terrorism, then sign us up....

The War on Vivisection Students is commencing at universities around the country next week and, as requested, we are publishing our initial leaflets to be used freely by every single activist going into universities to intercept the enemy's indoctrination program before it's too late...

It's the end of this semester and here is where we must begin. There are all kinds of yearend events that can be infiltrated. Don't be afraid to disrupt bio students taking their final exams. We may be starting on Monday, but we all must continue to infiltrate student affairs through the fall... summer school, registration, be at the bookstores when they are loading up on bio texts... we are limited only by our imaginations, dedication, and determination...
