Why does this only happen in America?

Okay, I know there have been some horrific incidents in other parts of the Western World.  But let's be honest.  They are rare and noteworthy precisely because of their rarity.  Only in the good 'ol US of A do we seem to have the "Mad Shooter of the Month" Club.
