Fifth Circuit says that a foreign national in a foreign land can sue an American law enforcement officer under the Fifth Amendment.

A dead Mexican's mom is allowed by the U.S. Court of Appeals to proceed with her wrongful death civil-rights action against the border patrol officer who fired from American soil and killed her son across the border.  Fifth Amendment due-process rights transcend the border, saith the appellate panel.
