College costs remain a mystery to most parents, despite HEOA's efforts to create transparency

The 2008 Higher Education Opportunity Act attempted to create greater transparency with such things as requiring tuition calculators on all college web site.  But according to this article, these efforts still fall way too short.

Even parents who are themselves college graduates fail to fathom just how inefficient is the industry's traditional method of delivering instruction.  That, I will suggest, is one reason that the problem remains so tenacious.
