As Bill Maher has pointed out, the War on Drugs is second only to denial of recognition to Cuba as America's dumbest policy of the past several decades. We have filled our prisons with minor players in the drug world, including thousands of casual users, at a cost of billions to us hapless taxpayers. It's time, as the ACLU argues, to end this nonsense.
