Has the downward spiral begun in higher education?

A Nacubo Report on 2011-12 financial aid and enrollments reveals that small private colleges experienced enrollment declines despite providing an average 45% discount rates off their sticker prices.

These data may suggest that small private schools in particular --- those below 4,000 in enrollments --- may be facing structural deficits.
