Do Puritans' ghosts haunt the halls of the U.S. Department of Education

The agency seems to be departing from federal common law standards in attempting to create a much harsher definition of what constitutes hostile-environment harassment on college campuses.  Critics wonder how this will affect discourse in the classroom.
