Did the Obama Administration break the law when it made the swap? The law says Congress must be notified 30 days in advance of any Gitmo releases

At best, this seems like America got the short end of the stick: one AWOL soldier for five Taliban top dogs?  Is this just a subterfuge to wind down the detention center by 2016?
